LETAKNYA hanya sekitar 1,5 jam perjalanan dari Ibu Kota RI atau sekitar 40 kilometer saja dari Istana Negara, tetapi di zaman era digital ini hampir seluruh warga desa di Kecamatan Sepatan, Pakuhaji, Mauk, dan Sukadiri, Kabupaten Tangerang, tidak memiliki jamban keluarga. Buang air besar mereka lakukan di mana saja, di sungai, sawah, atau got. Tak heran wabah muntaber menyerang mereka.

ANEH, tetapi itulah faktanya. Ingin tahu seberapa keadaan daerah ini sehari- hari? Coba saja jalan-jalan dengan naik mobil dengan kaca jendela dibuka atau naiklah sepeda motor ke desa- desa di wilayah Kecamatan Sepatan atau Mauk yang merupakan bagian wilayah pantai utara (pantura) Kabupaten Tangerang. Di sela-sela menikmati hamparan tanaman padi yang membentang kehijauan di sawah, tercium aroma tinja.

Aroma itu datang dari berbagai tempat, sekitar persawahan atau kebun di tepi jalan beraspal yang menghubungkan satu kecamatan dengan kecamatan lain di pantura tersebut.

Sementara di sungai kecil atau got yang membelah satu rukun tetangga (RT) dengan tetangga lain tampak pemandangan khas, jamban (kakus) untuk umum terbangun di atasnya. Kanan-kiri bangunan itu ditutup plastik atau papan.

Beruntung saat ini air sungai kecil atau got masih mengalir lancar. Jika musim kemarau tiba, terbayang betapa aroma tak sedap menyergap.

Sepanjang hari sejak pagi sampai sore, di sekitar kakus umum banyak anak kecil, gadis atau, ibu-ibu tengah mencuci baju. Lebih enak mencuci baju di sini. Lebih leluasa, kata seorang gadis yang ditemui di Desa Banyuasih, Kecamatan Mauk, pada Kamis (23/6). Tak terpikir oleh mereka apa akibat mencuci baju dan kegiatan lain di air sungai yang juga dijadikan tempat menampung kotoran manusia.

Sungai memang menjadi bagian penting dari kehidupan sehari-hari sebagian besar warga desa di wilayah tersebut. Mereka menggunakan sungai untuk pengairan sawah sampai kebutuhan pribadi, semisal mandi, mencuci, serta membuang hajat.

Apakah mereka tak memiliki sumur? Tentu saja punya walau sumurnya amat sederhana, sekadar ada. Digali hanya sekitar dua meter, tanpa pelapis dinding dan bibir sumur. Hal ini membuat air yang bekas pakai mengalir lagi ke sumur.

Selain itu, tak kurang dari 650 warga penderita muntaber asal Pakuhaji, Sepatan, Mauk, Sukadiri, dan Kosambi harus mendapat perawatan di puskesmas atau rawat jalan.

Mewabahnya kembali muntaber tahun ini sehingga mendapat status kejadian luar biasa menampar aparat Pemerintah Kabupaten Tangerang. Peristiwa ini seperti mengulang kejadian sekitar 20 tahun lalu saat wabah serupa muncul dengan jumlah korban hampir sama. Tetapi , toh masalah yang mendasar itu tak pernah diatasi.

Penyebab merebaknya muntaber adalah sanitasi lingkungan dan kebersihan pribadi yang amat buruk. Pembuangan tinja di sembarang tempat ditambah kondisi sumur asal ada membuat muntaber semakin ganas.

Kebiasaan mengonsumsi jajanan seperti es potong yang terbuat dari air tercemar bakteri juga menjadi penyebab diare. Hal-hal itu amat berkait dengan kehidupan sehari-hari warga setempat.

Beberapa petugas kesehatan mengungkapkan rasa malu atas jatuhnya korban meninggal dunia atau rawat inap karena serangan muntaber. Ini kan penyakit yang seharusnya sudah tidak ada lagi karena menyangkut masalah amat mendasar, kebersihan. Di zaman sudah begini maju, ada satelit, internet, tetapi muntaber masih ada di Tangerang yang merupakan daerah penyangga Ibu Kota, ujar seorang dokter di Tangerang.

Lebih mengenaskan lagi, pada awal muntaber merebak tanggal 8 dan 9 Juni, petinggi Pemkab Tangerang tampaknya tidak begitu menanggapi laporan dari puskesmas setempat.

Para pejabat penting di daerah itu tak segera melihat keadaan Puskesmas Kedaung, Sepatan, dan Pakuhaji yang mulai didatangi pasien. Pada tanggal 11 Juni malam orang-orang peting di lingkungan Pemkab Tangerang malah asyik nonton bareng mendukung peserta Kontes Dangdut Indonesia (KDI) yang disiarkan di sebuah televisi.

Dua minggu kemudian ketika korban meninggal dunia mencapai tujuh orang dan media massa mulai memberitakannya, barulah wajah pejabat pemkab nongol di puskesmas yang merawat pasien muntaber. Respons lamban pejabat-pejabat itu mendapat sorotan dari Menteri Koordinator Kesejahteraan Rakyat Alwi Shibah.
